le [he, it] + y [there] = l'y
la [she] + y [there] = l'y

L'y voilà = look, there he/she/it is!

Of course, that is redundant, because voilà already includes "there".

Y takes the place of A
For example J'ai vu Pierre au cinema. Je l'y ai vu (I saw him there)

Le voila would make more sense to mean there he is.

'Y' is a pronoun that replaces a place or direction, when the noun that it replaces is precede by the preposition à.

Je vais à l'école; j'y vais.

Je suis allé au cinéma; j'y suis allé.

Je pense à toi; j'y pense.

Hope it helps!

il y. They are both pronouns, and "y" can also mean "there".
