how to transfer TOEFL scores to SAT scores?

I am an international student outside USA and had only 1 year of high school education in the States. I would like to apply for colleges in USA and I heard something about the TOEFL score can replace part of the English score in SAT. How does it exactly works? What if I get only around 400 in both English writing and English reading while around 780 in maths out of a 800 point schedule?

You need to take the SAT to apply to any US university. IF you scored well on the SAT English, they may not require TOEFL . a score of 400 is not good
