Is it possible that both are acceptable?

Those what? Neither of those sentences is correct, but the second one is closer.

Neither. The sentences are so poorly written that I'm not entirely sure what you are trying to say.

Try not to use what in front of a sentence that's not a question.
Try: People are mostly concerned with education, social welfare, and obtaining a career???? (Job and career are basically the same thing... too repetitive)

I'm not sure if either of those actually make any sense...

Try: "The concerns which concern people the most are those of education, social welfare and job career."

that makes sense to me lol :)

edit: you may what to change "concern" to "worry" though!

However it is okay to start a sentence with "what" if you're careful :)
