Because "Save" is the first word of the sentence and it is a command word.Each sentence can have a verb. For the others you have to use either conjunctions,

Command speech選用命令句的形式來表達各種「應該」的做法(用gerund動名詞作為行為指引)以達到"save/reduce"的目的或效果。
Save Energy, Reduce Waste, Use Less Water等等都是類似的格式...
如果不是命令格式而是用敘述說明則是
