What is the correct pronoun for "government"?

Please, read this part of my essay,

Is there anything wrong with the pronouns?

Government could pass a law to fine private car owners who drive in a specific hours of day in the city center. Furthermore, ((it)) should make public transportation cheaper and more attractive to passengers as well.
