這兩個 had to 都是 "必須" 的意思, 為什麼要用過去式 had, 要看全文而定. 例如你說我們去年去美國我們預定了旅社我們必須要在傍晚前趕到那裡:
We went to USA last year and we had booked the hotel. We "had to" get there by evening.

去年他為報紙工作, 他必須白天睡覺晚上工作.

He worked for newspaper last year. He had to sleep by day and work by night.

英文中很少用現在簡單式, 大部份都是已經發生的事要用過去式, 或還沒發生的要用未來式. 現在正在發生的要用現在進行式. 只有在說每天都一樣的, 才用現在簡單式, 例如 I brush my teeth before go to bed. 我在睡前刷牙 (強調每天如此).
