Is the material worse or better in Hong Kong?

Hi, I'm a grade 8 girl, and I'm considering getting a dress in Hong Kong, but I would like to know, is the material there better or worse? I'm looking to buy a nice good quality grad dress (semi-formal) for around 100-150 CAD. My sister had to pay $500 CAD for her grad dress in Hong Kong. P.S. I live in Canada, and the only reason why I wanna get a dress in Hong Kong is because I'm going there in March and that's the perfect time for me to get a dress. Thanks!:)

CAD100-150 is roughly HK$1,000. If you shop wisely and during sales season, you´ll able to buy a nice dress. March may still be end of winter season for some smaller shops to find cheap winter clothes.

Nowadays the small boutique shops which are all over Hong Kong sell very cheap clothings, both price, cutting and quality. There´s a huge H&M Store in Central District, their prices are all under HK$500 with decent quality. I.T. and Espirit are not expensive with decent quality as well.

I'm Hong Kong people :)
It depends on where you shop. Mostly I recommend H&M / forever 21 cuz the dress there are not expensive but get a satisfaction quality (mostly between HKD$200-$500)
However, if you prefer a brand, you can visit some boutique in shopping malls e.g. SOGO, JUSCO, Hysan Place, Time Square etc. The quality is good but sightly more expensive.
Place that great for shopping are Causeway Bay and Tsim Sha Tsui.
Hope you'll enjoy your trip in HK :)
