1. You misunderstand several things:
a. The situation is even worse - it usually took 6 months to 1 year in average.
b. AIT no longer issue K-3 visa.
2. CR-1 Visa. All I-130 petition have to be applied through USCIS in the U.S. AIT no longer accept I-130 petition locally.
3. CR-1 (As it is the only available option)
4. Yes - but it does not concern you anymore.

Both take about the same time. But the process for CR-1 Visa is easier than K-1 Visa (although they are almost identical before you are approved, K-1 Visa takes additional steps after the marriage is completed).

My suggestion is pretty much simple.
I assume you want to have your wedding done in Taiwan. Then in your case, you can get married (at least for the certificate) in the U.S. so that your "husband' can file I-130 immediately (and you can return to Taiwan to take care everything else).

If I were you (and I assume you want the ceremony done in Taiwan), I will simply get married in the U.S. to start the application.
Then I would have time in Taiwan to take care everything and come back with an immigrant visa.
