If the current owner of the property has accepted a buyer offer on this property, there is nothing you can do but submit a secondary offer to the current owners. They should then forward such offer to their lender to 'add to the list'. If your offer is better than is the current offer, the bank will simply refuse to proceed with the first offer. The lender does not care if you have cash or not. It wants the highest price it can get for the property.
