The leaf can carry out photosynthesis.Because destarch only remove the food(starch) but photosynthesis is a process of making the food(starch).
the equation of photosynthesis:
carbon dioxide+water+light+chlorophyll=food(starch)&oxygen

But the leaf cannot carry out respiration.Because the leaf need the food(starch) to be the energy to carry out respiration.

After detaching from the plant, the leaf cannot carry out respiration and photosynthesis since the raw material of photosynthesis is water, light, and chorophyll. After detachment, the leaf does not have water supply from the roots anymore. Hence, photosynthesis is impossible. For respiration, which is a process of breaking down sugar made from photosynthesis to produce energy, it cannot be carried out since there is no sugar produced from photosynthesis.
