Can International student become state scholars and get merit scholarship?

Hi guys,
I'm a junior in high school in Chicago. I've stayed in the US for over a year now. I'm gonna go to college here.
Can I be an Illinois Scholar if I have an SAT score of 2080, and a gpa of 3.9.
