1. Non-binding resolution is basically a suggestion that the legislative body does not have the authority to regulate, but upon voting, become an "official" position of the legislative body.

For example - the Legislative Council of Hong Kong can pass a non-binding resolution to urge Andy Lau to run for Chief Executive. Since the Legislative Council does not have the authority to nominate and suggest candidate, what the Legislative Council has done to show the Legislative Council's position by this resolution.

2. Basically - it is symbolic. As non-binding resolutions carry no meaning at all, all they do are showing how the legislative body feels about a thing.
