people choose to live in bedspace apartment and cubicles, because these apartment, apart from commanding a low rental level, are mostly conveniently located in the urban area.

上面最後一句的mostly conveniently 兩個都是adv. 是可以放在一起嗎?

理論上可以的
因為
mostly用以形容的是那些apartment(s) are...
conventiently用以形容的是located這動詞

所以雖然連在一起,但所表達的對象是不同的...

因此...另一種更合規格的寫法是

These apartments are mostly located conveniently in the urban area.

note: both adverbs "mostly" and "conveniently" modify the verb "located".

"located" is an adjective in the above sentence.
"conveniently" modifies "located" while "mostly" modifies the adverbial "in the urban area" (adverb of place).
