1.Why does the Ghost tell Scrooge they are everybody's children?

2. When Scrooge asks the Ghost who can help the children?
The Ghost answers: Aren't there prisons? Aren't there any workhouses?Why does he say so?

1.Why does the Ghost tell Scrooge they are everybody's children?
Those poor children who were left on the street are due to their working parents or no one is supposed to look after them( their parents are dead, which means they are orphans). The ghost saya that they are everybody's children because the people in the town has a social responsibility to look after them, just like nowadays government set up orphanage or other centres looking after the children on the street.

2. When Scrooge asks the Ghost who can help the children?
The Ghost answers: Aren't there prisons? Aren't there any workhouses?Why does he say so?

In the previous chapters, two man from a charity has once visited Scrooge for some donation to the children wandering on the street. Scrooge is so mean that he asks ' Aren't there prisons? Aren't there any workhouses?' to provide some ''reasonable excuse'' for not making a donation.
The ghost ask this question is an ironic comment and to let Scrooge recall what he had said was totally ridiculous and cruel.

Scrooge means "a screw" to screw something down,fasten up=very mean. Also screwy means looking very mad!
(1)Because everybody's children got to be loved by everyone in town,including the Uncle Scrooge.
(2)The children's parents as workers in workhouses,are treated like prisoners in a prison by Scrooge.That's why the ghost say so.
