I'm doing a 10 page paper, and one of my paragraphs is extremely short. To be exact, it is about 2-3 sentences long. Is this allowed?

You organise paragraphs to by grouping all the sentences (or thoughts) for a particular idea/topic.
If two sentences are all you need (which is quite feasible) then that is what determines your paragraph length - rather than any arbitary rules.

Yes that would be allowed if it fits into the context of your paper.

One sentence paragraphs aren't technically correct in academic writing (they're common in fiction, for effect). Any more than 1 is fine.
