1. Do you say something to me?( present tense)
2. Did you say something to me?( past tense)

英文的tense是決定句子本身的意義和講者的關係一粒螺絲，就是因為tense的不同所以句意不同。請恕先講一句你的問法在邏輯或理解語文上很有誤差。

1. 你有話要同(跟)我講嗎?
2. 你之前是否同(跟)我講了甚麼?

MEANING DIFFERENCE
no.1.is for someone who ask you now.
But no.2.is someone who ask you before.
