Why my mouse scrolling always reset to "1"?

I use a wireless mouse (with an USB receiver), and my notebook's OS is Windows 7 Home Edition. When I newly bought this, I found that the scrolling speed is quite slow, so I set it from "1" to "4" in "Wheel" of "Mouse" in "Control Panel". However, whenever I restart the computer or the mouse, "the following number of lines at time" sets to "1" again.
How can I solve this?

My best guess is that you have installed the software that came with your mouse. Or windows 7 has done it for you, through updating your system automatically. All you have to do is to find that application, try to change the configuration. Or, try to find out what is the process changing this setting, I assume it must be the mouse software itself, and then stop it from being automatically started during your windows 7 startup.
