"Thermal equilibrium" is a state at which the heat gain by an object equals to the heat loss. Hence, the temperature of the object is steady if it is in thermal equilibrium.

If two objects in contact are in thermal equilibrium, their temperatures must be equal.

Result, not a process.

Thermal equilibrium of two bodies
is that there is no net heat exchange among the two bodies.

Similarly, electrostatic equilibrium of a conductor is also
a result from putting the conductor in an electric field.
The charge distribution becomes stable.
