That can happen as investment losses cancel out investment gains, so if Romney had no net income gain in a year, his tax bill would be zero as income is taxed, not net worth. If somebody has a million dollars in the bank but has no income and is not earning interest or dividends on the money, then their tax bill would be zero.

And your basis for why Reid would "Know" this is laughable. I suppose you know the tax details of every member of your religion as well, or the tax details of the CEO's of every company you have ever invested in.
