My IPV4 address locatiion is being changed?

I am located in Rockford Michigan, but when I tried to access my Sp[artan stores ad page, it showed me logging in from Beloit Wisconsin. I am told it is based on my IPV4 address location. If someone or something is highjacking my IPV4 that is the same as Identity theft, since my IPV address is part of my identification . I want to know how or who is doing this.

I suspect Facebook as one suspect, or some of the "so called Dating sites", especially ones hosted or run by foreign countries, such as the UK. I use Charter Communications as my internet provider, but they have no servers in Beloit, Wis.

Unless you have a static IP address from Charter [$$], your IP address changes periodically.

IF you have a dynamic IP address, THEN resetting your broadband modem may change your IP address. Some ISPs assign a new IP address immediately, others only if your broadband modem is OFF for a longer period of time [+30 minutes].

IP address geolocation is mostly wrong. ISP's buy and sell addresses all the time and locations are not reported right away. This is not an issue, it's normal.
