There is no regulation within Hong Kong Ordinance to regulate which sex should use which restroom.

So a male stepping into a female restroom does not constitute a violation of Hong Kong Ordinance for such action.

However, if the person, who steps into the restroom (regardless of sex), intends to commit something illegal, the person then can be charged for his or her disorderly conduct for his/her action.

Also for the scope of the law, it does not really matter who owns a control interest of the restroom. As soon as the owner(s) intends to allow other to access, it is considered as a public area for such purpose.
