The condition that no water be spilt out is,mg = mv^2/r
where m is the mass of water in the pail
v is the min speed at the highest point
r is the radius of the circle
g is the acceleration due to gravity, taken to be 10 m/s^2
Hence, g = v^2/0.7
v = 2.65 m/s
