The value is -(-3)^4 + 0.5(-2)(-3)^2 + 0.2(-2)^2(-3)^2 - 0.1(-2)^3(-3) - 3(-2)^4
= -81 - 9 + 7.2 - 2.4 - 48
= -133.2
