The bottom tool bar with "Start" icon suddenly goes up to the top side
of the window.
Please advise how to set it to the bottom .

It seems like you're forgotten to lock the tool bar...RIGHT CLICK the tool bar,
CLICK to unlock the bar (the one on the bottom with (L) ),
LEFT CLICK (don't release the click) the tool bar and MOVE your cursor to bottom.
RELEASE the mouse now.
Then it should be OK.
Don't forget the lock the bar or you might move the bar accidently.
