The answer is yes.
I will use an example to illustrate (it is a real case that I have assisted).
A native-born U.S. citizen has been living in Hong Kong for her entire life. And she return to the U.S. for higher education. As she is born in the State of Illinois, the school she enrolls allow her to pay in-state tuition simply because she is born in the state.
It may be an isolated case. But at least based on this case, it illustrates that it makes a difference where you are born.

You misunderstand a little bit.
1. In most of the case, K-12 is free.
2. I mean college/universities.
3. I mean in-state tuition (a favorable pricing).
4. I am not sure about New York.
5. We are talking about at least 18 years later, so no one can say for sure.
