Article 1, Section 9, Clause 4:
No Capitation(, or other direct, Tax) shall be laid, unless in Proportion to the Census or Enumeration herein before directed to be taken.
() omitted by 16th amendment.

Can someone help explain what the second part means:
"unless in Proportion to the Census or Enumeration herein before directed to be taken. "

Originally, taxes had to be laid based on population (the census) or had to be covered by obligations already spelled out (enumerated) in the Constitution. The original idea was to keep smaller states from being taxed more per person then a more populous state.

When the 16 Amendment was passed it allowed for an income tax that was not based on the population.

It means that an income tax is ILLEGAL, according to the wording of the U.S. Constitution, yet the CRIMINALS in congress in 1913 passed the 16th Amendment, and thereby made us all SLAVES of the U.S. government! The congressmen who passed the Amendment should have been JAILED!
