1)首先要說，你的句子是錯了，從網上已查閱，句子本應是

相信，改成這樣，你會完全明白；
原句用no，則是強調的說法（有時更針對那人或事，甚至＂沒有條件＂），如：

２）國民教育英文是national education，而moral and national education則是德育及國民教育

３）這裏的is but並不開分割，是一句用語；is but意思是＂only, just只是＂，如：

4)xx is saying one thing but doing another 絕對可以用在作文上，但英文有句諺語，a honey tongue and a heart of gall，意思是＂口蜜腹劍＂，或許你能用上，如：

５）in many respect意思是＂在許多方面來說＂，如：

This proposal differs from the last one in many important respects.
In most respects, the new film is better than the original.

６）do no good也不是inform，絕對可以放心用，如：the financial express，就曾有一句以下標題：

＂Contract farming did no good to farmers, says IIM-A study＂

，如：

1)首先學習要有所為抄書要抄得準是先決條件2012-8-28的editorial的標題是National Education Committee Is No Solution to Problems這標題的詞組拆解如下National Education Committee – subjectIs – verbNo solution – objectto problems這寫法在寫新聞常見，並且是甚為口語的寫法，因此正規英語未必視為正確意思是NEC的成立對於(那些)問題[problems]並不是(no)解決辦法(solution)no solution是看成一組phrase就像no good, no way, no better, no difference等等當然如果改為正規英語句子應該The Nation Education Committee Is Not the Solution to the Problems但卻是一句statement命題而不像是一句comment評語。[雖然意思大約相同以寫法的用詞表達語氣是高手才做到的。] 2)國民教育英文係national education?moral and national education 係德育及國民教育這分拆是因為教育局訂案時又要集思廣益又要全盤包羅，所以搞出這個combination。但到問題出現係在國民身份認同和愛國感情那部份時內容便要分開討論了。

客觀內容而言意思是一樣：(那)委員會是政府轉移視線謀略的一部份。
但作者加個but字的作用是表示「反對」或「否定」他同意這句子的正面意思。即是雖然我們一般都會認為「轉移視線謀略」不是好事，但其實在文學上這評語是中性的(例如很多軍事的救人行動都會用這tactic而作為成功實行完成拯救的因素)，所以作者為了要表示這tactic的負面性，特別加上一個but以作否定詞。中文的翻譯當然就不是「但是」了，而是「只不過」。
(那)委員會只不過是政府轉移視線謀略的一部份。

平時都可用，這是正常英語，亦有更簡化的talk the talk, walk the walk等表達言行一致的phase/現代idiom可以改為反義he does not talk the talk and walk the walk, so don’t you believe him.

如1)所講，係口語化，你可以話係informal的正規英文，但口語或個人表達的英語是可接受的。記住報紙的內容(尤其是這篇是editorial編輯的社評，是編輯自己的說話，所以語調上要在文字上表達出像他在跟讀者講話。
