What does "frank explanation" mean?

I'm pretty sure the person who wrote this is not referring to a person called Frank. But, I'm not too sure what he meant.

"Frank" Is Being "blunt" or "straight forward""Explanation" is the act or process of explaining
so in other word it means giving a straight forward explanation to a question or statement.
Example: if someone asked why they couldn't wear a pair of pants you might say..
"you can't wear those because you are to fat to fit in them."
