ALSO...WHAT IS THE MEANING OF THIS SENTENCE...?(IT IS SENTENCE FROM PUBLIC EXAM)...I THINK THE SENTENCE IS GRAMMATICAL WRONG ...
my analysis:
"because they(subject) had invented(1st verb) the ..... or simply borrowed(2nd verb) it from someone else is(!!! why we can use "is " sentence has 2 verb and no conjunction!?) still a mystery.

The sentence is grammatically correct.

Structure: 1st main clause, but (coordinating conjunction) + 2nd main clause

The 1st main clause tells us a fact. (By 1003 they have developed the first known gun)
"but" gives a sense of contrary.
