Can silver oxide be formed by heating silver strongly in the presence of oxygen?

No.

First, note that AgO does not exist. The common form of silver oxide is Ag2O.

Anyway, heating silver strongly gives no change.

No,there is no AgO but Ag2O

Also the Ag2O decomposes at high temperature
2Ag2O=4Ag+O2

You can use silver nitrate and alkalis(eg NaOH) to produce Ag2O

2AgNO3+2NaOH=Ag2O+H2O+2NaNO3
