Help!!!! I'm really confused?!?!?

Hi, so I'm applying for residency in California, and one of the requirements is to be financially independent for two years. I'm a little confused about the extent of that. If someone could answer these questions, that'd be great.
1. Who do I even talk to when applying for residency? Who interviews me?
2. Can my parents still pay for:
A. My health insurance?
B. My car insurance?
C. My school tuition?
D. My phone?
E. Plane rides home?
F. My prescription medication?

Please help!!!
