Can I say:
Regarding the 911 incident, the terrorists have much to account for.
(what i mean is, the terrorists have much to explain)

If that's incorrect, mind explaining how should "account for" be used in sentences?

Yes that is correct but you could replace the word with explain some people might not understand when you say account for
