The above sentence is wrong in grammar.
correct sentence:
Cheung said companies should be able to afford to grant paternity leave to ...

! Affordcan be followed by an infinitive with 'to', but not an -ing form:
e,g, I can't afford to buy (NOT can't afford buying/can't afford buy) a car. (quoted from Longman dictionary)
