雖然有人認為例句的「where」為弔介地點（locative）、範疇（sphere）的連接詞（conjunction），但這似乎並不正確，並且只是特指美式英語。較為正確的理解，兩個「where」都應該是作用為引介關係從句（relative clause）的關係狀詞 / 副詞（relative adverbial / adverb）。第一個「where」為表示本從句的狀況「an benefits inflow（occur）」與下一從句中的主題「should disclose a description」之間的關係。第二個「where」的意思為「在……（情況下）」，以引介下一從句的條件。「where practicable」之間並無特別省略了甚麼字詞，「practicable」意為「實際可行（的情況）」，前接「where」則表示「在切實可行的範圍內……（要如何如何執行）」。
