I suggest you appeal if you have money and do it quick. You get part of your money back even if you get upgraded for only one paper.
They usually have a deadline for application of appeal which should be soon.
Also, getting a 3 in Chinese is very important as far as I know especially if you want to enroll in JUPAS. It is definitely worth a try.
And I don't think calculating your grade by averaging is the correct way of doing it. The HKEAA has a very complex way of doing it besides just multiplying the weighting of each paper. You can read more on how they do it by reading their website (if you want to).
As a student who just completed my HKALE (and HKCEE before), I notice how some of my classmates have language grades that do not quite make sense based on what they got for each individual paper. For example, there are some who got 'C's for the 2 "most heavily weighted" papers and 'A's for the other 3 "less important" papers and end up with an A.
My point is, do not decide on whether to appeal or not just by looking at the component grades. Even if level 2 looks like a reasonable outcome of 12233, it does not mean it is impossible to upgrade it to a 3. You will not get downgraded even if your score after appeal is lower than your original.
To be frank, I have to say the chances of success for upgrading the whole subject is not high. Only around 3% (I believe) of A-Level students who appeal get upgraded. But I have quite a number of friends who got upgraded for at least a component last year. Given that language is really important, it is worth trying.

I have heard of people getting upgrades for different subjects.
- During appeal, your paper will be marked by more 資深 teachers. Some markers who originally mark your script may have little experience or were in a huge rush and miss some of your points.
