As I am good in Eng,I can try hold a conversation to improve your Eng.
Forget IELTS,BULTAS,and accept TOEIC.which is Test of Eng for Int. Communication.
Forget Reading and W/riting,and learn Listening and Speaking.
After levelling in TOEIC,you try to learn Listening,which is Presentation only.Do you listen to what I said? Pay attention to what I said.
Then you try to learn Practical Speaking..It is about speaking on daily life,office English,memo,letter-writing,and interview.
Forget the wrong steps on Reading and W/riting.
Having had a practical approach to businesslike English,you are practically there.
I've save you sc.fees ($12600-10000=2600) for 90 study-hours=(30x3 hrs)frequency already.
Having got your TOEIC cert,you are a fluent speaker in Eng. on your job.
