be to do something
is a set expression with the following meanings (from Longman dictionary):
a) used to talk about arrangements for the future: e.g. Audrey and Jimmy are to be married in June.
b) used to give an order or to tell someone about a rule: e.g. You are to wait here in this room until I return.
c) used to say or ask what someone should do or what should happen: e.g. He is to be blamed.

"is to be commended" have a different meaning from "is commended". It could have the following two meanings:
