I think you mean y = 2/(x - 9).The domain is {x: x ≠ 9}.
It is a function, although it is not continuous.

You need to add brackets to your question so I can tell whether it is y=(2/x)-9 or 2/(x-9) as it will effect the answer.
In the first case your domain is all real values excluding x=0 and for the second case all real values excluding x=9.
And yes this relation describes y as a function of x as it is y='s something in terms of x values.
