1.我想問點解會用being??是否passive?? (The same as It is being pledged?)
2.我想問第2段點解用as to??? as to又係點解?

Yes, you are right. We use "being pledged" because the verb was in passive voice before we reduce it to participle.

... the faith and credit (are/were/are being/were being) pledged ...

2.我想問第2段點解用as to??? as to又係點解?
"in doubt ....." is a prepositional phrase functioning as an adjective to complement the subject "you".
If we want to tell more details "about" what the doubt is, we will normally use the preposition "about" 關於 or the like (because of collocation) to introduce a phrase (adjectival) which is to be placed after the noun "doubt".

"the like" (synonym) includes as to, concerning, in relation with, etc.
"as to" means "concerning".
