What does the phrase "Eight steps back, nine steps forward" mean?

Progress is slow with many set-backs.
Exaggerated version of One step forward and two steps back - which means negative progress.

Your phrase means you get where you want to go very slowly.

You're really taking only one step forward, but you're doing it over a long period of time...the amount of time it takes to go forward 9 steps, plus the time it takes to go 8 steps back.

I have usually heard this phrase as "Two steps forward and one back".

It's been around a very long time.
