I will not comment if your boyfriend is telling the truth.
But I have doubt that it is what has happened.
Under various Canadian provincial law, qualified persons ARE required to enroll with the health care system. If your boyfriend's father is a Canadian seeking medical care in Canada, their provincial health insurance card is the very first thing that doctors will be asked (as the doctors need to bill the government).
Also - it is definitely not the truth that he can't return to Canada if the balance (even it does exist) is unpaid.
For certain countries in the world, a government can in fact restrict the issuance of passport if there is unsettled outstanding government obligation. But even a passport may not be issued, a government will still need to let its citizens to return.
So? It will be up to you to determine now.

I have no comment with your decision.
But in reality - if his father has just passed away, I am sure that he wants someone to help him and relief him.
Beside - if his father has dead in Canada, what is he doing in Taiwan anyway?

I am extremely surprised that you answer this way.
You want to use business law to interpret immigration law?

No one has any obligation to repay any debts for anything unless the person has the right to inherit.
For example - if a father still have the mortgage for his home, in order to inherit the home, any beneficiary will have to bear the remaining debt or sell the property to repay the mortgage.

In other word, if the father has more debts than assets, somehow it may be the best to give up everything.
So unless that boyfriend wants to inherit something, he does not need to repay anything.
His father's debt has nothing to do with the son's admissibility.

Then you definitely need to work on your language skill.
1. A minor does not have the capacity to raise debts.
2. In your case, the damage repaid is "damages" in law, not "debts". The definition of debt and damage is different in legal perspective.

Beside you said this - "根據加拿大的商業法律來看, 閣下的質疑是對的。"
You basically suggest that a indebted person can't be returned to Canada.

So that's why I really want to know what's your rationale in all these?

His father is dead, and he is doing everything in Taiwan?
Beside - there is a thing called email.
