RELAVE CLAUSE:
問題一:"Miranda is my best friend who is very tall/whoes dog is lovely(總之是relative clause)"這句對不對??? 為甚麼??
問題二:RELATIVE CLAUSE其實是什麼??怎麼用??有什麼重要法則??請詳細解釋

It is grammatically wrong with the sentence--:"Miranda is my best friend who is very tall/whoes dog is lovely(總之是relative clause)"or it is just not so good to say so?

Wrong: It should be "Miranda who is very tall is my best friend"
"Miranda, whose dog is lovely, is my best friend"

Since the part that you want to emphasize is "Miranda is my best friend", therefore, the relative cause should be put in middle in order to let other people know more about Miranda.
Sometimes, you need to add comma before and after the relative clause if it is a additional relative clause, which means, you can add the relative clause or not.

Suggestion:
Miranda, who is very tall, is my best friend.
Miranda, whose dog is lovely, is my best friend.

We usually put the relative clause close to the subject that the clause describes.
The relative clauses of above examples are non-defining, so, commas are needed.
