3.)i don't like people dressing conspicuously. - is correct

Original sentences (two simple sentences) = I don't like people. They dress conspicuously.
You can combine the two sentences into one, using who (relative pronoun)
= I don't like people who dress conspicuously.
Now another sentence can be formed, using a present participle (not a
gerund) to replace who dress
= I don't like people dressing conspicuously.
e.g. I saw two people. They wore black glasses.
= I saw two people wearing black glasses.
e.g. The policeman was chasing a robber who ran quickly.
= the policeman was chasing a robber running quickly.

3 is correct, but adding 's after "people" , that is " I don't like people's dressing conspicuously.", would be better.
