1. In practice, you will probably not use the HKDSE result.
Based on the time you apply, you don't even take your HKDSE yet. Therefore, by the time you receive your admission offer, you still know nothing about your HKDSE result.
2. You use your in-school result to apply. Unless the schools require, the only test you will need to take is either IELTS or TOEFL.
3. The very first step - get yourself admitted first.
4. You should actually learn about the advancement paths, also what country will best fit you.

No other method.
HKDSE result won't be available before the application cutoff. So you have no choice but using in-school result.
As soon as you can maintain a passing grade, you should be fine.
