should i file a paypal complaint?

I ordered a couple of beatle bracelets from here; http://www.etsy.com/shop/KolosStudio They were 40$ each, so i ended up paying 80$. After about a month i still hadnt received them.. the seller said she noticed a delay in european shipping and said she'd refund the purchase if it didnt arrive in 2 more weeks..

when she sent me the shipping details i realised i forgot to put the first line of my address on paypal (made my paypal ages ago) .. i was so excited when i saw the bracelets i didn't even think before ordering lol.. what a doughnut !!!!! I told her this and she said she wont give me a refund or replacement anymore but there was a returns address on the back so if it returns to her i'll have to pay for the shipping again and she'll send it to me to my correct address..

I dont know if i should report her on paypal or file a complaint? I spent 80$ of my birthday money on those damn bracelets and i dont even know if i'll receive them. It's been over a month.. and i live in England.. There was an address on my etsy with the first line of address but she claims to have not seen it. I ordered something on ebay before and the seller pointed out that my address wasnt appearing properly on paypal.. surely she shouldve pointed this out to me too before selling it ? What do you think i should do ?

@A Hunch She said she'd send me a replacement if the bracelets didn't arrive within a few weeks before i told her she selected the wrong address. How does this make things any different? It may not be lost in the post but the post is responsible for sending parcels back that have an incorrect address, if its not sent back and i cant locate the whereabouts of it using a track code.. isnt that the same as it being lost?

You mentioned that somebody on ebay already told you that your address was incorrect. Yet you did NOT take the necessary steps to fix it at that time. Why not? While it would have been good IF the seller noticed the problem, the reality is that it is YOUR paypal account and YOUR responsibility to make sure your information is correct at all times, not hers.

Another issue is that international shipping has many places where things can go wrong and get lost even without the added problem of an incorrect address. Because of export / import issues and CUSTOMS problems, things can take up to several months before they arrive even when addressed correctly. I know; I ship internationally all the time and have had things arrive after 3 months!

So, FIX your paypal account. Be patient and wait and hope the package returns to her. See if she has a tracking code she can give you to help with this. On an international shipment, it probably won't show you exactly where it is, but it at least should indicate if it made it to customs or not. But I would not file any complaint, because ultimately you will have to admit that you gave a bad address, which makes the problem at least as much your fault as hers.

You didn't have the correct address on your shipping information.
Why would a retailer be responsible for you not getting your item, if they can't even ship it to you correctly. Filing a case with paypal would be like stealing.

I don't know, it seems to me that the error lies with both parties. As an Etsy seller, I always check the address from both the Etsy sale email and the Paypal payment email, because sometimes they are different, often times the name (if, say, a minor uses their parent's Paypal to purchase and then the names are different from one to the other.) However, many sellers do print shipping labels from Paypal and if yours was incorrect there - especially since you already knew it was wrong from eBay - then that's on you.

I would definitely be patient with the bounce-back mail. I've sent packages domestically here in the US that have taken months to get back to me for insufficient address or postage. (I've also had one sale on Etsy that got lost twice in the mail - the original sale and the replacements I offered to send. They both turned up eventually, but it took about 6 weeks.)

Try thinking from the seller's point of view. She made an $80 sale, not a small amount, and now you want her to absorb that cost because of your error in giving the wrong address. Yes, she should have double checked if there was question, but had you not made the error to begin with, it wouldn't be an issue.

on paypal there is a way of stopping payment at any time so you can easily just not pay her, thats what i would do.
