SO4(2-) can't react with hot HCl(aq) while SO3(2-) can, why?

SO32- is decomposed by acids to form SO2 by the equation:

SO32- + 2H+ → H2O + SO2

As HCl is an acid, it can also react and decompose SO32-
SO32- + 2HCl → H2O + SO2 + 2Cl-

For SO42-, it can't be oxidized to S2O82- by H+ from HCl
as the oxidzing property of H+ is not strong enough.

SO42- can't be reduced to SO32- or SO2 by Cl- from HCl
as the reducing property of Cl- is not strong enough.

Therefore, there's no reaction between HCl and SO42-
