It is the result of reducing a relative clause to a participle phrase. The verb in the relative clause has to turn into its present participle form (by adding "ing") for leading the adjectival phrase.

e.g. (1) ... the introduction of a rule which bans the wearing the white socks ...
relative clause = "which bans the wearing..." (modifying "rule")
adjectival phrase = "banning the wearing .." (modifying "rule")
