I want to meet local friends in Australia but I am an international student. Please help?

I'm doing undergraduate degree in Australia. Almost all of my classmates in tutorial are locals.
I've been feeling so inferior because I cannot speak as good as they do.
I'm always shy and nervous to talk to them. I've tried to make friends with them.
They were so kind but we only talk in class. When class is off, everyone's gone.
I don't know how I can build up friendships with locals because my English is not good enough
and they have a different sense of humor that I sometimes just don't get it.
I really hope that I can speak fluent English before I finished my studies in Australia.

Can anyone give me some advise on this?
Thank you so much

I think living in backpackers accommodation is good for your English skills as everyone socialises in English and the majority of people are in the same boat with it not being their first language and therefore it's not so embarrassing when you aren't fluent. This will also make you lots of friends but not usually Australian ones! I made most Australian friends by getting a casual part time job. If you are allowed to work on your visa, this would be a good option for making 'local' friends :)
Hope this helps!
