Since this question was originally asked on the Singapore board, it is my guess that the meaning of the question is how did the government prevent the problem of teen gambling from getting worse.

They enforce laws that don't allow teens into casinos. Teens are not allowed to buy lottery tickets. However, online gambling is not regulated by the government and often teens do get into trouble with gambling there.
