This shy girl will not initiate a chat?

I've spoken with her a few times in person and online. I felt like I've already broken the ice. We had fun chatting, and I made her laugh. But, this shy girl has never initiated a chat with me? It's always me? Is it normal? I guess she is not yet comfortable with me?
